You start by taking acting classes. Participating in local community theater is also good experience.

Aside from TheatreDoc, there are some downright ridiculous answers here.
Realize that anyone can "be an actor". All you have to do is get cast in a play and act. Being a "working actor" is a whole different story and takes a lot of dedication, motivation and training.
Right now, just look for as many acting opportunities as you can. If you're 13, that will mostly be school plays and commuity theatre. Depending on where you live, there may be some casting agencies you can sign with to do some commercials or other local tv stuff, but I wouldn't even worry about that yet.
Sign up for a class. Check with some of your local theatres, some of them should offer classes and some may offer "teen institutes" which are kind of like summer camp for actors.
Basically, just concern yourself with the fun part of acting for right now. Enjoy yourself and meet some great new friends. When it's time to start deciding on colleges, then you can reconsider if theatre is something you want to major in and look for schools accordingly. But above all, have fun. This is an industry where if you don't have a true passion for acting and the exhiliration from being onstage (or in front of a camera), all the BS that goes along with trying to make it into a career won't be worth it.

Well, those above almost make a good answer if you put them all together, but there is so much wrong in there answers it is frightening. An acting career is the very hardest to have (being an astronaught may be easier). Beginning actors hardly ever make any money. You get rejected most of the time. etc, etc. Just slow down and take some time to figure out if you are suited for it. Tryout for all the school plays, read some books on acting, read tons of plays and you are started. In a couple of years if you still want to be an actor write back to this forum.

well, if you feel confident enough to audition. then thats exactly what you need to do. Ask your mother and father to homeschool you. And get them to drive you to auditions. (If you don't live in New York, California, or Texas, good luck in finding one)

Don't do too many commercials, or extra too much, find an agent that believes in you and throw away headshots that don't look like you. If your audition is going bad, do somthing outrageous.

Also- if you can write. Write somthing and then star in it. Worked for Stallone (Rocky) and Matt Damon (Good Will Hunting)

Don't ever PAY for an audition.

Realize here and now that you're not too young to be an actor and have a job. (thats probably your biggest block right now) Haley Osment, Shirley Temple, Dakota Fanning, Shia Lebuff, Lindsay Lohan, The Olsen Twins, and many many more started way younger than you have.

Break a leg, kid.

Yeah yeah, I'm sure once you've got a library full of plays .. and done community theatre who cares, you're still not getting paid. I've seen awesome one act plays at Reigional and state levels that are near broadway quality. The difference between them and the guys on broadway? Sombody's getting paid.

And the longer you're in the business, the more you learn the game, the better you know how to play. Look at Travolta, never had acting lessons till after his big break, you think any of the young actors have a freakin MFA? Every tom dick and harry has big plans for when they get out of HS and college then maybe after some community theatre you're going to end up being a never was theatre professor with alot of good stories. And thats fine. But the tried and true difference between people that get paid and people with a bunch of newspaper clippings and playbills gathering dust are the balls to get out there and try it.

You're saying the guys who played in National Lampoon, are thespians? eh? Julia Roberts can act? Wow.. fiction can be fun.
Plenty of actors got breaks just for the way they looked. "Teddy" from Stand by Me, Vinnie Delpino from Doogie Houser M.D. They didn't work any harder than astronauts? (cough* cough*) They just had their headshot floating around.
Bottom line, everyones big break is out there. You've just got to go get it.

keep acting in small things, maybe sign up for summer stock, or an acting club. Read everything you can get online, and from books.
And just....see what happens. Just realize that not everyone becomes a star, and it's not fun, it is a job where you go long times without any money coming in, or job prospects.
which is why i'd NEVER want to be one.

make sure you understand yourself well about what you want to be.

seek advise from somebody if the same quality of acting is in you.if yes,

join a group or look for somebody to assist you out financially.

well, take classes @ your school.
drama drama drama!
ALWAYS go to auditions!
disney casting calls, etc.
and always be positive
performing arts is NOT the easiest career
you WILL get rejected sometimes.
