I need to send somebody a PayPal certificate, but I'd have to make a deposit into my PayPal account first . Can I somehow make a quick and easy deposit into my PayPal account ?

You have to get your account verified which means you have to give Paypal your bank account number and then wait 6 days for them to approve it.
You also have the option of putting a valid credit card on your account in which case you can draw on that immediately I think.

You can send anyone money using your Paypal account. You can use your credit card for fastest money movement. Give them the card and you're on your way!
