Both.

I would say both. Guilt in inbuilt but you have to learn about how your actions effect others in order to be able to feel the guilt.
Unless you are talking about the guilt trips parents put on their grown kids to control them that is all learned (joke)

Guilt is acquired and not a part of you when you're born. It takes life experiences for you to feel guilt. A baby is guiltless, as it has no conception of what guilt is all about. It will cry at intervals during the night, and never feels any guilt about its parents losing sleep because of its crying. But when you're older and people have been hurt or inconvenienced by your actions, then if you're like most folks, you'll feel guilt or regret. Thanks for asking.

Some people have it in their genes but not all, look at the amount of serious crime out there murder, assault and the new "craze" off happy slapping. The human race has lost something of its humanity over the last 2 decades and I'm not sure the damage can be undone.
Have we used guilt to much that its no longer effective?

If we believe that guilt is 'inbuilt', we will be passive and stop trying to be good people. No sin is inborn.
But don't forget that no man is infallible, we are all apt to sins. And we have to believe that we have always to try not to insist on our being sinful.

Definately learned, children dont feel guilt or any kind of remorse until they are told that is the 'proper' way to feel.

I can remember feeling guilty about something when I was about two and a half, I don't think I would have learned it at that age. I've got a fantastic memory in case you're wondering

Guilt is a learned behaviour. You don't experience it until you're told what it is and why you would feel it.
