This would be a very good time to learn the difference between WANT and NEED. Why do you want a debit card? Status symbol? Buy stuff online?
At 13 it is very unlikely that you have an actualll NEED for a debit card. Grown adults have problems properly handling a debit card. It's very easy to spend too much cause it's plastic.
If your mother allows you to have a debit card, I think it would be a huge mistake. However, a savings account is a very good idea and I'm sure she'll help you get one.

As a mom, I can tell you that your parents won't give you a debit card until they trust that you're going to be responsible with it. Making bad decisions, even at age 13, can negatively impact your credit history and your financial situation for the rest of your life.
Your mom shouldn't have any issue with opening a savings account for you, though. Have you asked her? Teaching a child to save money is a great thing for a parent to do! And if you start saving your money, that'll show your mom that you're learning to be responsible with money!

I doubt you can get a debit card until you're 18. Your parents can start a savings account for you.

Well, you would need to have money for a checking account and savings account. If you have that tell her you want to start saving for you future.

You need your own checking account first and money in the checking account. Once you have your own account and not a joint one, you can call the shots. But you have to be responsible enough to manage your money and not overdraw. Otherwise you'll quickly learn the hard way that spending isn't free.

First show your mom that you are responsible and get a job if you do not already have one. Also show her that you are seroius and that you care about your financial future. Talk with her and find out her concerns and find out how you can reduce them so that she will see that you understand what you need to do and that you are willing to cooperate with her. Good Luck!
