You may be referring to a battery operated device called a steri-pen, sold to use while camping or traveling [about $100], which uses ultraviolet light to sterilize water.

There are U.V. lights for water purification.
Basically flourescent tubes without the white phosphor coating, but modifed for immersion.
They generally come as part of a purifyer package or kit.

Caution : The UV output from these lamps CAN damage your eyes.
(They don't look bright because we can't see the UV light.
- Keep this one away from the kids Mom.)

Only lights I have seen for any type purifying are installed in furnaces. They kill bacteria in the airflow. Not aware of any for water.
