In the SF bay area? Try San Leandro, Pleasant Hill or Concord. They're "cheap" in relation to the rest of the area, but still kind of expensive. There are safe parts of Oakland that are relatively cheap also (downtown near chinatown for example), but you do have to be careful in choosing a home there.

Usually cities are expensive no matter where you go. Typically the south is cheaper than the north, though. The Miswest is cheaper, too. Don't come to Boston, you'll pay like $2000 a month for a crappy little studio.
