Try and find out who the landlord is and ask him, I feel sorry for you, I had council home owners who were running a drug operation, you can imagine the nightmare there

If you are living in an apartment complex you need to speak to the landlord or the manager of the building. YOu take your complaints to them in a professional manner. Tell the landlord that the tenants in ( whatever apartment #) are being very loud in the late hours of the evening or in the very early mornings. My brother is a manager of an apartment complex and will not tolerate any noses after 10 pm to be considerate to all the other tenats. If this rule is violated more than twice.. then he kicks them out. When the tenant first arrives, he has them agree to certain rules of the building community. If you get no results from your landlord or manger of the building.. then you can go to the police and file a complaint.

I used to live in a flat and was the only one that worked in the whole block. Cue no sleep for 5 years as everyone had parties till 4 in the morning. Plus a drug dealer on the top floor who was raided one morning and the police found a cannabis farm in his converted bedroom. I sympathise with you, never live in a flat...

Confront them that they are being noisy and tell them you would appreciate if they would get some floor covering to some reduce noise. If they continue to be noisy, tell the landlord/Super or call police.

maybe the people upstairs can t afford carpet there is no law saying upstairs should have a covering short of buying your neighbours a carpet not much you can do
