I don't know which movie you are referring to but NASA has built several rockets to send satellites into outer space, in fact even beyond the solar system. Check NASA's websites.

There is probably a ton of paperwork involved, and more work and money than it would be worth, but I'm pretty sure it could be done. I know with an Extra amateur radio license you can put your own satellite into space. But how to get it there, that's the trick.

Just think of all the things you would have to do. You would have to get permission to use the airspace for launch and reentry, you need insurance (Because there's a pretty good chance something will go wrong), and who is going to insure a rocket? You would probably need permission from the government on multiple levels so you don't get shot down by fighters. It might be easier to just go and try to become an astronaut :-)

There was also a contest for 10 million dollars to see who could launch a reusable manned spacecraft within two weeks. The results are here.

It's plausible. It just depends on how much money you have to work with...let's say millions of dollars. :-)
