I don't know his name, address or work place. All I know is his cell number. He is one of my acquaintances and I used to call him by his alias or nick name, "lee". I let him borrow $300, two years ago but he doesn't want to pay back.
Is it possible for me to take him to small claim's only with his cell number? I am in Los angeles if that matters. I know I am dumb and I won't do it again but I need a helpful answer.

The amount of money it's going to cost you to locate this individual, as well as the filing fees are probably going to eat up that $300. And in small claims court (with a lack of written evidence) it will be your word against theirs, meaning that you can lose.

It's probably better for you to let this go.

First off, when a complaint is filed in court it must be served upon the defendant and the court means service by mail, certified or regular US Mail, they are not going to call the guys cell and say hey you, we got a complaint here! What are you thinking even asking that? No address, no way to serve the complaint, no case, 'nuff said.

You probably cannot take him to small claims court until you first find out more info about him, info you should have collected at time of the loan, and could be difficult to get now, without more expense much more than he owes you, like hiring a private detective.

With out anything in writing your chances of winning are pretty slim. This lesson cost you $300. Hope you learned from it.
