It's because of human nature. If you pull into the driveway you think, "hey I'm supposed to drive here, I'm gonna park" and when you're on the parkway you think "hey, I'm supposed to park here, I'm gonna drive around on it".

Actually, only poor people park their cars in their drive ways, others use a garage. And considering the small number of park ways, most people use express ways.
