Cris Tucker was on hiatus in Africa and making movies was not his top priority.
He was not that interested in making Rush Hour 3. He turned down 20 million dollars to make the film 2 years ago but when they increased their offer 25 million (a record for a comedian) he decided to make the movie.

Because they knew they were pushing it when they made "Rush Hour 2." Since then, Hollywood has become so uncreative that everything they do now is a sequel, prequel, re-make, or based on a TV show, comic book or video game. So now we have "Rush Hour 3." Why else would it take 12 years for Terminator 3 to come out, or 19 years for the new Indiana Jones movie?

never got the money right plus it is the same reason u wont see chris tucker in the new friday, he has this thing wit cursing now like it is really bad to him.
