They weren't playing doctor, they were having sex.

At 12 and 13. I mean, really.

There's a bigger problem than their new sex offender status here.

Each child should be examined individually. Some 12 and 13 year olds are very mature. Some have seen things that a 12 and 13 year old shouldn't see. Yes, if they were mature enough to commit sex offensives, others should be aware and be able to take precautions.

Twelve and thirteen is a little old to be playing doctor. I'm not sure that this falls into the category of a sex offense, but these children certainly need some help in understanding what sexual behavior is appropriate at what ages. I hope that they get some counseling.

YES. I was raped by a 13 year old boy when I was 4 years old. How did it start? We were playing "doctor". He said that my arm was broken and he needed to "put a cast on it". He wrapped my arm with a wet towel, and then tied my hands together. Then he proceeded to rape me. He was a neighbor who was watching me while my mom went to the grocery store.
