It means he is normal. Happens when the guy is cold, swimming, or can also happen during sex as the scrotum tightens up, is generally much more common among younger guys as the niche where the balls come from does not fully close up until adulthood. Masterbating or having sex on your back can make it easier for the testicles to ascend, and they might disappear during ejaculation and can be painful on occasion. But in nearly all cases you can gently slide them back out into the sac. Normal.

I believe that both men and women should have complete control over their medical care and their bodies. I believe that in the first or second trimester a patient should be able to continue or discontinue a pregnancy for any reason. In my view the development of a zygote, embryo, and fetus is early and the "life" growing inside is a potential human, not the same thing as a baby. There is no consciousness, no ability - it is a potential. Abortion is a gray area that involves someone's moral and religious views, so it should be up to the individual patient / doctor relationship and not for some massive government agency to decide. To grow a child from a fertilized sperm and egg is a life-altering decision and not for the government to dictate. A person can dislike abortion and still be pro-choice. To hold this position is to be in favor of limited government. It is to oppose enforcing a moral claim about a gray area onto everyone. It is to reaffirm the right of a doctor and patient to decide on medical care without a government making that decision for people. To have a child carries specific risks, extreme pain in labor, and of course years of raising a child. It is not a decision to be made by a federal agency. Furthermore a patient has a full right to contraception. The view that a fertilized egg is a human being would lead to a ban on contraceptives that prevent implantation as a secondary mechanism.I use an IUD with 99.9% effectiveness (the best on the market) and I don't want the government to decide whether or not I have the right to control my own fertility. There are contradictions within the pro-life movement. While they believe abortion is murder they do not support imprisoning any patient who chooses an abortion. While they believe a embryo is a human being they don't mourn for the 1/2 of all fertilized eggs that do not implant in the uterus due to nature. They do not perform funerals for the "unborn" and they do not support the Census creating a new entry for every fertilized egg or fetus that does not come to term. Edit: To Harbinger: I fully support individual liberties and the right to own a gun. "The rights of the people to bear arms shall not be infringed."

Usually if they are cold... they go up there for warmth.
Also sometimes it can indicate a problem if they are staying up there, even when warm.
