According to a study of the exam, about 1.7 million people take the exam every year. According to the Census bureay, there are about 4.1 million 18 year olds in the US. This means that about 41.5% of them took the SAT.

I'd say un-scientifically around 70% of students take either the SATs or the ACTs. I just noticed that from personal experience dealing with college bound students.
