If you tried by force of arms, yes.

If you tried by getting the state legislator to change the name of the chief executive from "governor" to "emperor" and then got elected to that position -- no.

I'm sure that it could be interpreted as such, but they would probably just lock you up in an asylum. Why Pennsylvania, go for a warm weather state like Florida.

Norton I declared himself Emperor of the United States back in the 1800's, and nobody arrested him for it. (Actually, he was thrown in jail briefly for being nuts, but a judge released him, basically because he hadn't hurt anybody, unlike most rulers)
