How about small sandwich size brown bags filled with sand and a candle and then lining the pond and where you'll walk?

I'd try some floating candles in glass or plastic bowls in the pond. To keep them from moving around do to any wind you could add a string and weight to them so they are in fixed locations out on the pond. Make sure the string is long enough to reach the bottom of the pond or you could stretch the string across the length of the pond and tie it down at either side creating rows of candles across the pond. Someone would just have to place and light them by going out on the pond with a boat. I'd stick with white candles. They reflect low light better. Then use some Tiki torches that look a little more refined for walkways, just not the main walkway between the rows of seating. Just don't get them too close to the walkways so they don't catch someone's hair on fire and so the people walking down the walkways don't feel too crowded by the torches. I like the waving movement of a flame better than electric lights. It just adds a little to the feel.

A candleabra at the alter would work. Then using the symbology of using two candles to light one to symbolize the union of the two. A few white string lights in the trees could work. Don't do all of the trees just here and there.

For dinner tables, white tablecloths with a centerpiece with white floating candles and white and peach colored roses tucked in around the edge of the glass vase. You could maybe add some Japanese style rocks to the bottom of the water vases to add some depth or some of the colored marbles.

Around the edge of a house or fencing you could use a few landscaping lights for accents here and there. Just make sure the light color matches. Incandescents might work better since they better match the color of a flame.

Try using white or light colored flowers here and there to reflect the lighting for a low lighted romantic wedding. White sheets/fabric will also help.

For a dance floor I'd recommend either white string lights hung from above over the area or those white paper lantern lights that can be hung.

For the mosquitos, you could probably get a fogger to take care of the mosquitos an few hours before the wedding. You might want to test it a few days before.

One of the prettiest weddings I ever saw was one where the bride was brought across the pond or lake on a boat that was lighted up with candles. Everyone could see the bride coming. Was very beautiful. You just have to be careful doing that. It should be designed that the boat is very easy to get out of and into if that is the case. The last thing you want is the bride falling out of the boat into the water. Or having trouble getting gracefully out of the boat. The one I saw had a platform on the boat that brought the platform right level with the dock.

Citronella tiki torches, they will help ward off mosquitoes too. You can spray paint them any color you want, and add decorative ribbons or bows around them in your colors. Also you can use paper bags with sand in the bottom, and candles. Try to find white bags, versus the ugly brown ones, or go ahead and get creative with the spray paint! You could also use paper lanterns (google for design ideas).

Hang lamps off of a wire, above everyone. Or make lamps, one per corner. Or make some candels.
Hope you have a happy wedding.

those really small, white, christmas lights that twinkle? put them around tree trunks & bushes, etc ... or you can have candles, if you'll have tables out there.

sounds more like you better worry about the mosquitoes then the lighting.
