One of my past classmates was born on February 29. What he and his parents did was, they celebrate his birthday every 28th, except during leapyears, when he can actually celebrate his birthday on the right date. :)

I do not know about the rest of the world but UK hospitals have this rule that all infants born on the 29th of Feb are to have their birthdays moved to March 1 and this should be indicated on their birth certificates.
My 2nd degree cousin , who was born in the Philippines and is residing there still, celebrates her birthday on the 29th of Feb during leapyears and then she celebrates it for 2 days for the next 3 years (Feb 28 and March 1).

Well it depends. I have a friend who really has a birthdate of Feb. 29, but he celebrates on Feb. 28. though.
What i said about depends is that if you are a chinese then you always celebrate on the next day or days after your birthdate if you cannot celebrate on the exact date. The reason you don't want to shorten your life.
If other than chinese I guess they celebrate a day before like Feb. 28, but I am not saying all the rest other than Chinese but different cultures have their own celebrations.
But of course never on an every 4 year basis.

My grandmother and her twin brother are leap year/day babies. We celebrate my grandmother's birthday every year, but when she actually has a birthday every four years, we always made it an extra special celebration (like sweet 16 and the like).
