I am so ticked and trying to take care of this. How in the world does the bank let a dead debit card # process a charge ????????????? to a new acct ?

It sounds like the bank hasn't properly turned the card off. Once the bank has hot-carded the debit card, it shouldn't work anywhere.

I would close the accounts and go to another bank if this one can't get its act together. With so many competitors, you shouldn't have to put up with this kind of stuff on a continual basis.

where does the $10 charge come from?

is it from the bank or an outside retailer?

if its from the bank make sure to go to the bank the soonest time you can and bring proof, say a requisition form to stop the debit card and if you had any proof coming from them saying operations of the debit card is stopped on such a date.

if its from an external vendor, call that vendor and collect as much information as possible about the card usage, check if you were the one who made the transaction, this maybe a subscription that was overlooked

if such is the case, inform them that you had stopped using the debit card account and give them another account to charge the subscriptions.

if the transaction isn't yours, inform them that this is not your transaction and order immediate stoppage of the future transactions by asking that this be coordinated to their Fraud detection department, talking to the said department will be more helpful.

afterwhich go to your bank and order stoppage of the payments and ask for confirmation from them that the card was indeed stopped. make sure this is a written confirmation for future referrence.

if it was indeed an overlooked subscription, if you gave another account number to be charged, there should be no more problem.
