What you are getting at is why is it a crime to privately use a controlled substance when you aren't affecting anybody else? The sad part is that substance abuse does affect those around you. The drug user is not in their right mind and does not function normally. This usually leads to deliterious results that harm the person, their family, coworkers and anybody else that comes into contact with them. Drug use leads to other crimes in order for the user to get money to feed their addiction. They don't realize the harm they are doing because the drugs put them in a state of selfishness where they only think of themselves and their next fix. They can't think beyond themselves to the impact they are having on those around them.
One of the problems in the Boxer Rebellion in China over one hundred years ago was the rampant heroin use. The users were wasted and were incapable of functioning in society. This led to stress on the economy.
It is a financial drain on society to deal with the problems caused by drug abuse. It destroys lives, families and whole communities. Crime increases and society goes downhill. If you could keep the drug use entirely personal, then you might have a little argument to make. Since you can't keep the use personal, then there is no argument to be made.

Alcohol, cigarettes, and unhealthy eating habits are more dangerous than the illegal drugs are.
