Yes, remove them, in the winter, you will notice they are nothing but sticks, if you want the plant to bush out more, cut them back . Also after you de flower the plant of dead heads, give it a nice miracle grow drink. It will help speed up the process of producing more flowers.

Not if you live in an area that gets frost. The dead blossoms protect the new growth, once it starts, remove the dead ends.
