The First website concept was developed in the early 1960's by Great Britain (concept but no physical fruition) but the significant development was the ARPAnet (with the concept design starting in 1969 and developed through the 1970s). ARPAnet was really meant for military and scientific research and communication (especially the concept of the nuclear cold war attack and retaliation) between military research facilities, university research labs (for military), and DoD nodes (like the eventual system we now know as NORAD, etc.)

The development of what we now call the Internet started in 1957 when the Soviet Union launched Sputnik 1, the first satellite, beating the United States into space. The powers behind the American military at the time became highly alarmed as this meant that the USSR could theoretically launch bombs into space, and then drop them anywhere on earth. In 1958 the concerns of people in the US military triggered the creation of the Defence Advanced Research Projects Agency (DARPA).
Roberts led development of the ARPANet network architecture, and based it on the new idea of packet switching. A special computer called an Interface Message Processor was developed to realise the design. The ARPANet first went live in October 1969, with communications between the University of California in Los Angeles and the Stanford Research Institute.
The first networking protocol used on the ARPANet was the Network Control Program. In 1983, it was replaced with the TCP/IP protocol, which is still the standard used today.
As for the 1st website, it was tim berners lee who set up the 1st "website", as he was the one who created html.
what you have to realise is the internet is just a huge network of computers hooked up to each other via communication devices. nobody owns it.

The early version of the internet aka sharing information over a network was called the intranet and formed by the government around the late 60s-early 70s i believe.
The first websites have been around since 1993 I believe.

There wasnt any official opening ceremory for the Internet. Its has been around for decades. It was used as a military network at first and eventually morphed to what it has became today as the Internet.

the first use of the internet was by american soldier scientists in the in the 80's they just used it to transfer information within the base, at that time that was all they used it for, if only they had any idea what they had invented was gonna turn out to be, and then the whole world just jumped on it really

i heard yesterday on a documentary i was watching it got launched sometime in the late 80s spinout ha i didnt know it was that old. always used to wonder how those 80s movies about video game freaks getting caught up in some computer game thriller and ending up victims made any sense. but yesterday all my worries were put to rest
