With the amount of questions that get posted daily, moderators can't pick up on every weird, strange, offensive, or vulgar posting.
Reporting them helps pinpoint them to the moderators but even then they could get missed due to time constraints.

I saw that question yesterday and decided it wasn't worth my time. I know it's terrible that those questions get to stay.
As for Buk, I think it's really rotten how he is always being deleted. I don't usually answer his questions, but I do read them and haven't a problem with him. I think he's quite humorous! Problem is somebody has it in for Buk and just never quits. So unfair, but the way it is.
