Make sure the vent hole in the gas tank cap is not plugged---if plugged, it will run for a while and then shut off because no air can get it the tank and it creates a vacuum affect on the gas so the gas does not siphon into the carb. Try starting it with the cap off or loosened a little and see what affect it has. Could also be dirt in the fuel bowl plugging up the fuel intake port into the carb---try draining the bowl---might be a small plunger on the bottom to drain it--- or removing it and cleaning it out. Also, unclamp and remove the fuel hose from the tank to drain the gas and put in fresh gas or add some Stabil or Seafoam to the gas to get rid of any built-up varnish. You should always add Stabil or Seafoam to the gas whenever the mower will not be used for a month or more to prevent it from going bad.

Without the engine model number I will guess that it has the carburator bolted to the gas tank. By cleaning the carb you meant that you sprayed some type of cleaner on the outside of it. Remove the carburator/fuel tank. Disassemble, clean it, making sure all passages are clean. Clean/drain the fuel tank. Reassemble using a rebuild kit. Put in fresh gas and it will run like new. There is no drain on the fuel tank and don't turn the mower upside down. This will cause problems with oil getting to where it shouldn't be. Remove the carb/tank. The rebuild kit costs $10-12.

An easy way to siphon gas - an old turkey baster or can get a siphon bulb from autoparts store, with a few inches of tubing for each end ( gas resisitant tubing). Gasoline usually ( as ive found) will stay usuable for at least a year - any longer then get rid of it- dont use stabilizers.
Id suggest removing and cleaning the carb , and flushing the gas tank out . How clean is the air filter or has it ever been changed? That will cause a running issue as well ( need air and fuel to run ) .

To drain the gas, remove the gas tank and turn the gas tank upside down. Not the whole mower.

Clean gas won't hurt, and you can drain it the way you suggested. Also try a new air filter. I had a similar problem, and cleaning the air filter worked wonders.
