Well, if your old man doesn't want to go along as in supporting you then there isn't much you'll be able to do. BUT, you can try NOT doing anything for him. Don't cook any meals for him, ignore him, don't do any of his laundry, Make him do some chores around the house, BUT if he is truly an alcoholic, there isn't much you can do. He won't do anything that I have listed. He will not help himself as long as there are people who will NOT help him. By not taking a stand with him you are only enabling him.

If he pays any rent you may have to give him 30 days notice. If he is just mooching off you give him 2 weeks to get out...Tell your husband it's either you or the brother and be firm and stick to your ultimatum. If he chooses his brother than you will know how your husband feels about you. If it were me I would be gone!
Good Luck To You....
Just an after thought:
If you have children you most defiantly DO NOT want to expose your children to that kind of behavior.
Edit:
Now that I know you do not have children but he does I would put my foot down and tell him no more visits with the twins in your home because you do not like his lack of parenting skills. Sounds like unless he cleans up his act he should not have any contact with these kids. It's neglect and abuse the way he treats them. Remember! It is YOUR HOME!
Again: Good Luck...
and I hope you come to the right decisions for you and these twins.

If dear old dad wants his errant son to have somewhere to live, then send the loser to HIS house.
Just make sure he knows he has to pay for his share of expenses. Give him a shelf on the fridge and let him know he can put the food he buys there, and if he's not working, leave him a nice, long list of chores to do while you are not home.
No one gets a free ride.

rig a poker game, play with some dim bulbs and fix it so that whoever loses has to take him home...
seriously, though, I don't know. never had to get rid of anyone like that.
Sorry!

Shun him, in the Amish sense. Pretend he does not exist, but do not threaten him or cause bodily harm.

ask him to go get the mail and slam and lock the door behind him - he can reside in the shed if he refuses to leave.
