HCl is the chemical formula of Hydrochloric acid. In essence, it is ONE hydrogen and ONE chlorine atom (H - Cl). the - signify a bond between the two atoms. HCL is thus called a molecule because it is made up 2 or more atoms.

3M means 3 Moles of HCl. this is suppose to tell you the concentration of HCl molecules in the liquid. concentration is how many molecules of HCl is in the liquid. one mole has 6.022×10^23 molecules. so that means that 3 M of HCl has 3*(6.022×10^23) HCl molecules in the liquid.

Rule of thumb: What you want (3M) over what you've got (12M) times how much you want of it. (3M/12M) * 100 ml = 25 ml of 12M. Suggest transfer 75 ml H2O into your flask and make up to the 100 ml mark with the 25 ml 12M HCl. Gives you 100 ml 3M HCl as required.
