Too many lawyers running around screwing up everything. Should congress cap the population and shoot for 10% reduction each year?

Congress has no authority to pass any laws outside its enumerated powers.

Congress has no authority under the Constitution to regulate the practice of law -- it doesn't even fall under interstate commerce, because lawyers may only practice within individual states where they are licensed.

As an attorney myself, I'd myself I'd much rather see the profession cleaned up by strictly enforcing the ethical rules, and closing some of the loopholes in procedural areas -- fix the problem by addressing the cause of the problem -- bad attorneys and bad rules.

But it's the young newly-minted attorneys who tend to be the most honest -- so blocking them just harms the profession even more.

It's not within their authority to regulate Baar admissions. Licenses to practise law are handled at the state level.

No. They should eliminate weak judges that don't have the guts to throw frivilous lawsuits out of court, don't give instructed verdicts to juries when one side is blatantly wrong. maybe that comes down to less lawyers, too but the problems arise on the bench.
