or what is difference between htm file and html file ?

There is no difference between .htm and .html file. It is just the preference of the person naming the page to use. I personally prefer to use .htm

There is no difference.

The only thing is that, on windows in the old days, file names where limited to 8 characters + 3 for extension.

When the web was born, this was not on windows computer, and the extension was .html as it was HTML pages.
But, as windows 9x can't understand more than 3 extension characters (all others were able to), this has been truncated to .htm.

The correct is .html, but all other works (.php, etc.) as our browser do not take into account the extension.

The answer is Bill Gates... remember old windows were only capable of reading a file have 8 characters as name and 3 characters as extension, e.g. computer.exe

html got truncated to htm due to this limitation.

No difference at all...

.htm is the web correct suffix. .html is something Windows/Microsoft invented I think.
