Our carpet was never replaced before we moved in, we have a screen door that has been broken forever and we want to ask our landlord to put in a new, working screen door and new carpeting (We've been here for more than 5 years and the carpets are so worn out and have a bunch of stains from the old tenant) but can he charge us to get these done?

Your landlord doesn't have to do anything for you and, in fact this is one way to get rid of a tenant.
Unless you have something in your lease that specifies that he has to change your carpet, there's nothing you can do about it. There's no such thing as a "time limit" anywhere that I know of.

Usually when a new tenant moves in, the carpets are cleaned, that's it, unless you specifically have something noted in the lease before moving in.

Remember that magic words "moving in" and "before" usually the landlord can and, will promise you certain things but, can also keep you on a "string" by holding you off for sometimes years. After all, what should he go through the cost of a new carpet?
Maintenance is another thing but, if it's not life threatening, you could wait for this too.

It is not the resp. of the landlord to replace the carpet, but it should be to fix the door. However, if you go about this defensively, you will probably get nowhere. You catch more flies with sugar....

If my tenants pay their rent on time and are reasonably clean, I will do just about anything for them.

I would call and ask, then if you are financially able, ask them if they will pay 1/2 or allow you or a friend to hang the door (I wouldn't try to lay carpet)

Let them know that you are cooperative and willing to work. Those type of people are hard to find and a landlord will go above and beyond the usual to try to keep them.

No, he cannot. Apartments and rental homes need to have the carpets replaced every 7-10 years, so you should not be charged for it. As for the screen door, it if was your fault that it was broken, he CAN charge you, but if it is just worn out, he cannot.

i'm hoping you have pictures of the region once you left it. Your landlord is hoping you will merely fork over. Sounds vindictive. If I have been you, i'd sue in small claims court docket. that could require the owner to happen in court docket and justify the outrageous itemized rates. Be arranged. carry despite pictures you have and get 2 estimates from Merry Maids or yet another cleansing provider re: an apartment that length. Ask what they can charge for dusting a fan. Then placed up those information to the court docket. i'd additionally ask for back wages for the time it is going to value you to disprove those claims. My wager is the decide will locate the expenses unconcienable.
