The 3d and 4s electrons are very close in energy. In Cr, the atom "sees" a half-full d5 configuration as being more stable than a d4, so it "borrows" a 4s electron to end up as 3d5 4s1. Similarly, Cu "sees" a full 3d configuration as being more stable than d9, so borrows a 4s electron to become 3d10 4s1.
