Probably a ball mouse that is either:

a) dirty & needs to be cleaned, or

b) has it's up/down rollers broken & needs to be replaced.

Solution ? :

a) twist off the plastic disc on the bottom, remove ball & clean out the accumulated dirt/gunk on the rollers

b) buy a new mouse & really consider getting an optical/laser mouse.

Is your mouse an old ball mouse? There are two rollers inside a ball mouse, one for side to side and one for up and down. Sometimes those rollers stop working, or the sensor on the rollers stop working.

Could be something about one of the computer processes. Restart your computer and see if the problem disappears.

You might also post an 'edit' to your question to tell exactly what kind of mouse you have (optical, track-ball, etc.), and whether you are on a pc or mac.

time for cleaning, open it up and clean up the dust and debris.

or if u dont like routinely cleaning it, buy a optical mouse, it doesnt need to be cleaned and is more accurate, its around $10

sounds to me like you mouse is goping through a hard time well it has had its ups and downs he he he.
if it is broken get yourself an optical mouce they're much better

also though make sure your cable is fully inserted

two reasons--one-it's dirty and needs to be cleaned. two-you're only moving your hand side to side.

I'm gonna guess one.
