I am sure it was sold as something good for education and good for the people and for schools...which is the b.s. part. But knowing Bush and how he never really wants something thats good for the average citizen, what was his real malicious intent?
I am hoping people who really are familiar with the program and its effect on education will answer.

the goal is to break the public education system so it can be privatized and private schools and home schooling will take over. Add to this the chance to boost all the Jesus brainwashing schools and that covers the motive.

Its the same scam that goes with any federal funding. Its an unconstitutional acquisition of tax dollars by career politicians. By providing the funding, the federal government gains control that was intended for the states, with the goal of controlling as much of the nation as possible. For every trillion they tax us, maybe 200-300 billion gets directed toward their friends. Maybe more. Its impossible to say how many companies get a cut.
The 9th and 10th amendments would prevent this, but the voters demand it...I don't know how many times I've heard the left spin: "Bush cut education funding!!"

Kids in America actually learning something about math and science so America can continue to compete in the more and more technical work force was/is the main intent. I guess the devious side of that would be setting up a condition that makes it more difficult for the world to catch up and lessening the power of the teachers unions that place teachers pocketbooks before kids and their parents.

The purpose of it was to continually degrade the overall quality of public education, and by doing so would more and more make vouchers seem like the best solution to poor education.
They wanted to, under a false guise, deteriorate the public school system and run it to shambles, making rich schools richer, and defunding poorer performing schools. By screwing up the public school system even more it would enable them to tilt the argument to their side, towards privatization, non-publicly funded schools where people could theoretically "choose" which school to go to. This of course, would only widen the class divide and take away a great equalizer and "monotonizing" factor for most of America.
