There are three basic kinds of Republicans: fiscal conservatives, social conservatives, and moderates. None have a majority. While the social conservatives dislike divorce and they are a large enough and vocal enough of a minority to be catered to, they are not the majority so cannot dictate such things as maximum numbers of divorces.
A similar question to Democrats would be how many guns can you own and still run on the Democratic ticket?
