I'm sure it could... The real question is "would it make it out the other side?"

Keep an eye on your car's temperature gauge (if equipped.) If it starts to overheat, then pull over and let it cool down before proceeding.

Not a good idea. ( About 70% overload).
Even if the engine, clutch & cooling system will take it performance on the grades, (high altitude), will be marginal at best.
