Questions like this spur the individual to think. Each of us has our own criteria for what constitutes a "bad" president.
I think I will go with Millard Fillmore. You know that you are reaching when you look and the noteable factoid is that you are the first president who was born after the death of a former president. (Fillmore was the first president that was born after the death of George Washington.)
For those who think George was bad because he had slaves, you had better add some more to that list. Almost all of the presidents before Lincoln, who lived south of the mason-dixon line had slaves.
