Call a Title company and ask them for a property profile. If they say they can't give you one or that you have to pay tell them that you only want to know if it is in a floodplain.

You could go get some flood insurance to protect you against the floodplain

Not sure if there's an easier way, but you could probably call a home insurance carrier that supports that area and find out.

go to http://www.co.collin.tx.us/tax_assessor/property.jsp to get the contact info to call. I did not see a public info search site like Oklahoma county's OK but they may be able to help you. Also be sure to check that there are no deliquent taxes.
