Yes, it is possible to retrieve items that have been deleted from the recycle Bin.
There are many programs that will recover deleted items, but my favorite and Free one is PC INSPECTOR

If it is still in the recycle bin then yes it can be recovered. Technically without much trouble (until the file is actually over written on the hard drive) it can be recovered fairly easily.
When you delete a file from a computer it stays on the hard drive until it is over written (the space is just marked as free). Data recovery is typically VERY costly and VERY time consuming so once its deleted most people dont bother.

You would have to have a special program, but I do not know what it is off the top of my head right now. I think there is another way, but I don't know if it works with the newer o/s's.
When you delete something it doesn't really disapear. The system puts an * in front of it. The * tells the system not to bother showing it because it's "deleted". I can't remember now, but there was a way that you could find it and remove the * and it would be showed again. That's how the FBI and them guys get stuff of hard drives after they have been formatted. In order to really get rid of something you have to cover up that area of the disk with other information. If I was to try and cover something up. I would format, replace with non incriminating stuff on the entire space, reformat and so on. I'd do it a few times . A little more then what you asked for, but I guess I didn't really help you. There is a program though.

Sometimes you can get your files back. I've tried a program called Free Undelete. Technically your files aren't erased, they're tagged with a code that allows the computer to overwrite the data with new data such as new programs/files.

Once the recycle bin is emptied it is gone.
Unless of course, you want to pay a professional to get at it.

nope sorry, once u delete it out of the recycling bin, its gone. You can try a system restore but i cant guarantee it will work

You mean already "Emptied"? Nope, unless you are willing to pay for this kind of restoration work or you can do this advanced task yourself.
