The lower the number the better. I play a lot of fantasy baseball where WHIP is counted in the stats. I look for a Starting pitcher to have a WHIP lower the 1.30 and a RP to be as close to a 1.0 as possible.

Walks + hits / inning pitched. Basicallly its how many baserunners you allow per inning. Anything below 1.25 is good. Even something up to 1.40 is good though.
