With a regular savings account, you can withdraw money at any time (although usually a limited number of times per month).

With a CD, you agree to leave that money alone for a pre-determined period of time.

with the same interest rate? i see almost no difference. choose whichever one allows you easier access to your money, unless you want to keep yourself from spending it!
