Dude, are you serious, Tondo is the what Oakland is to a ghetto. If you live in Tondo, don't go out and night and be safe. Tondo is the worst place to stay in Manila. If you like seeing poverty and how the lower class lives, stay in Tondo.

Er, do you REALLY want to live in Tondo? Cant your budget go further? I know US$25k can get a 1 bedroom apartment in the nicer areas.
I wandered through Tondo once while lost, and its the only time i ever felt unsafe in the Philippines.

Walk the streets. Most rental signs will just be in front of the building/house. It would be very hard to find one before you move here (unless you have a friend/family look for you).
Just out of curiosity, why Tondo? I live here now temporarily and I am not quite sure why out of all the areas in Manila you would select here.

are you crazy? you are a foreigner and you want to live in tondo? better not. there are other places you can live like in makati or quezon city or san juan. even for locals tondo is not a safe place to live. if you'll have a business in tondo be prepared. have a trusted somebody from tondo who can show you around. be low profile. just take care.
