Seriously my first thought would be, "what's this persons name again and where do they know me from?". I have a hard time remembering people and so I'd assume they knew me, but I couldn't remember them. Once I finally realized I didn't know the person I'd politely get away from them, "sorry I'm so busy gotta run..". I'm a non-confrontational person. Plus you never know, they could be sorta loco and you wouldn't want to upset them.

I am likely to be the one doing the hugging!
It often makes me want to hug someone when I see them make an effort where there was a need, but they had the option to not act.
I have however had recent conversations about personal space and am aware of how someone may feel brutalised by this gesture.
I have learnt that I have no personal space and see acts of physical contact out in the open and of a non sexual nature such as an arm about the shoulders or a hand pat the shoulder as encouraging and feel glad that person showed their kindness or empathy or encouragement.
A definite no to full body hugs or lingering contact, that is the right way to give the wrong message and get a kick or a wallop for the effort.
So to answer the question, I would weigh up the circumstances and react accordingly.

I'd freak out, I don't like people who I don't know touching me, my freshman year of college we had to do this Dave Coleman thing which is the 'airport' where you have to walk up to random people and pretend like they are a close friend or family member and they just came off of an airplane, so people were hugging me and stuff, anyway, I broke down and had a panic attack and then started to cry. It wasn't a highlight of my college years...

It would depend on if it was a man or woman young, middle age or old. I wouldn't mind young or old man or woman but middle aged I'd be a little annoyed.

ok,I was at piggly wiggly one day in may..an old lady came up to me, said merry christmas & hugged me..I hugged her back,told her merry christmas to her ,too..she asked how I was , I said great , how about you...then she said fine & went on with her family...so, I hug back,as long as the hands are not concealed....dont wanna get shanked
