The present thinking in UK is that going to war should be a cabinet decision.
Myself thinks it should be a Parliamentary decision following a free vote among MPs in the Commons.
If there is an urgent need to go to war, following an attack upon a target or targets within the UK, then holding a referendum is going to take too long. We might need to respond a bit quicker. Anyway, I expect the RAF will already be doing dog-fights over the white cliffs etc.
In UK - HM Queen still has the right to declare war. Should this right be taken away and there then is a worst case senario during which Parliament and HMs UK.gov is killed outright, who declares war then?

No difference, unless defensive either way it will be decided by a majority of idiots. At least the need and understanding of what is required for self preservation comes into it when governments make the decision and only the person who does what he is 'advised' to do gets the blame.

I say by the government. I dont care if the war is just or not I dont think many parents would be willing to send their children in harms way no matter what reason. If you left it up to a referendum I dont think we would be able to have a military presence anywhere.

Last I checked, it was up to the people to vote for the people in Congress to represent them... Hence, the House of Representatives... That's why we are at war, because we did vote for them... and thus the war...
