There are a lot of different options.

Usually you need to make an installation. There are a lot of types of installations. Nullsoft, Wise and Install Shield are all applications used to make installations. I personally like Nullsoft because it's free and not too hard to learn.

You don't always have to make an installation. If it's not something profressional, you can just install the support libraries on the target computer, and copy the executable files and supporting dlls to the target computer and run the executable directly.

If you are using C#, you can deploy a windows application through a web site. When you do this, it's called a click once deployment.

If you want to deploy a web application you need to have a place that will host the website for you, or you can host it yourself if you know how.
