No Rae, the security deposit is to cover any damages that may have been done to your apartment. You MAY talk to the landlord about it but they are within their right to say no on that. You CAN, however insist on an immediate inspection and ask that your deposit be returned the day that you move out. Just make sure the apartment is perfectly clean and undamaged, that even includes the little holes in the walls from hanging pictures. A good trick it to use some white toothpaste to fill in the tiny holes and use you finger to smooth it out completely. Then follow up with a damp rag to clean off any smudges left from the toothpaste. This has worked for me in the past and I've Always gotten my entire security deposit back the day I've moved out. Not legally. If you try to apply a security depost toward rent, the owner has the legal right to evict you -- and that is something that you do NOT want to happen. One of the things I did when landlording was to check for prior evictions; these were unconditionally disqualifying.

-No you can't security deposit is not a part of the rent it covers any damages caused to your place, if you will not pay rent your landlord can take you to court and you will be evicted and it will be on your record.
