Well, Vancouver definitly has more rain, is more expensive (by alot!) and has more crime. Out west is bad for gangs and whatnot. Ottawa does not have gangs.
Ottawa is actually a very pretty city. It is the captial so they keep it very clean, unlike Toronto if you've ever been there (quite alot of garbage laying around).
I think Ottawa would be better, the downfall though.. there are many more job opportunities out west. But being that it is Ottawa I'm sure you won't have a problem finding a job.
As for the Winter, it gets pretty cold. Of course not nearly as much snow as say Newfoundland but enough. But on the other hand our winters are becoming shorter then they used to be.
Back to the crime thing Ottawa isn't too bad at all. Of course there is the odd "bad crime" you hear about but I used to walk around downtown Ottawa all the time at 3 or 4 a.m. when I was 17/18 years old and was fine. But like any other cities there are parts you'd probably prefer to avoid. Very few though. It's not like Edmonton or Vancouver where theres parts of the city where you never ever want to step foot in day or night, there is just iffy parts at certain times of the night.
Here are some 2004 statistics:
- Homicide: Vancouver: 2.6. Ottawa: 1.1.
- Robbery: Vancouver: 148. Ottawa: 84.
- Break-ins: Vancouver: 1,325. Ottawa: 578.
- Vehicle Theft: Vancouver: 1,104. Ottawa: 316
**Actually Kanata is kind of bad for car theft**
- Total Criminal Code Offences:
Vancouver: 11,814 Ottawa: 5,663.
And in Ottawa in from 2003 to 2004 crime was DOWN 10% while Vancouver was UP 0.2%.

I perfer Van but I live near Ottawa and that old saying is really true Ottawa is the town fun forgot. Now before someone reports me, there are a lot of VERY good things going for the city starting with Winterlude and the Tulip festivals. There is the jazz fest and if I had to pick the most family friendly city in the country that I've ever been in it would be Ottawa.
Now the bad news Ottawa is changing it is becoming more of a big city than a government town. I have noticed more no go areas are starting to spring up but by and large it is still a safe place to raise a family. City councel is still stuck in the 60's thats 1860s. If you want a job with the Feds you can try if you can't speak French. The jobs are out there but thay are change to bi-lingual as soon as the English person leaves and then it really is French only. But that's the Feds my partner, she had a good job in a law firm without knowing French.

Ottawa is a very nice city. Lots of parks and trees. Just the right size city. Lots of sunshine. The winters are generally dry and cold. The summers comfortable and sometimes very hot. Good quality of life. Close to Montreal for big city nightlife and concerts because lets face it, we don't get all the big time acts.
Friendly people and country living within a short drive such as apple picking once in awhile or cute little farming towns.

Great city to live in, lots of nature, parks, festivals, museums etc. You're kinda in the middle so Montreal is easy to get to fora get away, Toronto although 4-5hrs away is still reasonable, jobs especially Gov't jobs are great with good pay but make sure you speak some French to get the really good paying Gov't jobs, you'll still find work but not as good as if you could get the bilingual bonus. Crime is reasonable fora capital city, but the person who said Ottawa doesn't have gangs obviously is living in Disney land/technicolor dream world. Yes Ottawa has gangs not major gangs like the Asian gangs in Vancouver or Caribbean gangs in Toronto. We do get lots of snow as we are in a valley so it's like pouring cornflakes ina cereal bowl but it's plowed well nad quickly and we don't need the Army, although stationed in Ottawa to did us out like in Toronto. House prices are reasonable also, quite a lot better than Van

If you have French ppl and as a French person I have and do respect that I recommend you move to Western Canada. Ottawa that I know well is very nice but expensive and many French people there as Gatineau is just a five minute drive. Western Canada a has fantastic economy and nice people especially BC

i grew up in ottawa, went to university in ottawa, and i moved because i could not achieve gainful employment without speaking french ... even though the job i did required ZERO french ... ottawa is a nice city but i find there is a lot of english/french animosity ... i moved to vancouver, no french here :O) and minimal snow either :O) no freezing rain :O)

Ottawa is the second coldest capital city, next to Moscow.
It is very cold. On the plus side, there are tremendous areas for winter sport, 20 minutes from the city.

ottawa is dryer, hotter then vancouver in the summer but bitterly cold in the winter ( often below -10 and sometimes down to -30 ). It is less expensive, i don't know about the relative crime rates, but there is crime in every city.
