I agree with the lawn work suggestions. It's good exercise too. Just remember, if you do a really good job, you will likely have more and more customers. I lot of the "professional" lawn services don't listen to their customers as to how they want things done. So once you land a customer or two, find out how they want to job done.

Ummm, ask your parents for money if you really need it, and stop worrying about getting a cell phone. At age 12, you can't work legally in most cases.

Your pretty limited at 12 .. babysitting, yard work, if you know someone who owns a store they might have you sweep the place or run errands.
