The overall structure is N N O. Let * be the electrons for the first N. let x be the electrons for the second N. Let o be the electrons for O.

Put ** to the left of the first N. Put *** and xxx between the first and second N. Put xx between the second N and O. Put oo on the top, bottom, and right side of O. That should give yopu three octets.
