Do all victim's of terrorists families get money? I know the 911 families did- DId the Oklahoma bomb families?

I believe that it is a good cause and those families are devastated...but do all terrorist victim's families get $$$? Oklahoma City, Pan AM over Lockerbee Scotland- Anyone killed by a bombing?? I am just trying to see what the Govt thinks the criteria is.

Only those who prove that they are victims or relatives of victims were granted financial aids.
