Sorry, here are some more details. There are 2 shifts, one is 8-4 the other 9-5. I need 2 persons per shift. Alice, Betty, Carmen, Debbie, and Eve. I use to have 4 people and would rotate 2 for the 8-4 and 2 for the 9-5 every two weeks but now I have 5 persons. Can someone help me figure this out?

Only way to work that problem is to cut the hours and rotate the 5th person around. All 5 would recieve 32 hours a week instead of 40. Sounds to me like you got yourself in a pickle if you don't want to let one go.

More information is needed. What are the hours any individual is required to work? What are the times of the shifts? How many people need to be on each shift at the same time?

You cannot draw up a roster without knowing these things.
