Yes. My Son has Aspergers Syndrome. It is almost an impossible thing to explain but he has no concept of what people are doing with regard to facial expressions such as those your mum threw at you that stopped you in your tracks without a word. Smiles or frowns don't even register. By the same standard explaining things with more than a few words is counter productive. It sounds awful but the best way to get a response is by ordering him around like a dog (sit, stay etc) when the 'drop dead / stop that look is required such as stopping him walking into traffic or politely asking the fat lady if she ate all the pies etc...and save the explanation for when he asks (and he does) a few days later what was happening.
So. again, yes, in some people if one is a waste of time, then both are.

Many many people can't understand body language.

My bf and I struggle with this often because I don't understand body language very well and we have to talk though alot of emotions, feelings, or sarcasm that I don't pick up on!

I for one truly appreciate a long explanation!

No, I think your premise is simplistic, someone who knows you might understand if you are happy or angry but a complete stranger would probably think that you are being rude or just stupid. I can't imagine a class of students understanding complex mathematic theorum or the works of shakespeare by someone looking at them. I might be misunderstanding your question, maybe you should have posted a photo of your "look" and it would all have been clear.

No, someone who doesn't understand a look (what kind?), would prob benefit from a long explanation, or any explanation for that matter.

No..... Not true.
Think about a person with autism....
Autistic people often find facial expressions a complete mystery and act inappropriately. They may however be able to give and understand long explanations about things that they are familiar with. i.e. space, music, maths,

if the look is coming from you and they don't understand the look you are giving, then maybe they don't understand you well enough...........sometimes in that situation, an explantion is indeed needed....

sometimes, an explanation will not help either
sometimes some people never understand until they walk the mile themselves

No, of course not. Not everyone can read body language, and a full and concise explanation of any situation will undoubtedly resolve any mis-understanding.

no, because i might have anger or frustration on my face, yet it may be due to something totally not connected to what is happening right now
or you might even not interpret my look correctly, even if i am directing an emotion meant for you, connected to you
for instance, if i smile at you, raise my eyebrows, crinkle my nose , and say "really", would you really know that i am angry, and feel that you are full of it? and think you have spoken inappropriately and crossed "my " line?
