its electric, money no issue so i just need to know what model # motor n wiring i need and if theres n e thing else i'll need, website info better

You need an electrical engineer that can calculate the horse power and gear ratios needed to achieve your goal. If it were a gas engine it would be a matter of gear ratios as gas engines generally have excess horsepower for the task they are doing. As money is no object go to the engineering section in Answers and post there.

Get a brushless motor. They spin faster than regular brushed motors and are generally more powerful. Also, get a motor with two poles because it will have higher rpm. Two or more motors will also greatly help.

top speed is more in the gearing , than the motor

dude i just seen a kit on eBay try tnc scooters.com its a solenoid that bumps it up check it out
